Samuel J. Votta, CPP
President

Mr. Samuel J. Votta, CPP has more than thirty four years of police and private security experience. Mr. Votta was highly decorated during his fifteen year tenure in the Police Department of the City of New York. He is a Life Member of the NYPD Honor Legion. Mr. Votta retired from NYPD and was awarded the Medal of Exceptional Merit.

During his tenure on the NYPD, Mr. Votta helped develop and establish many programs that have now become standard operating procedure throughout the Police Department. Precinct level programs pioneered by Mr. Votta include :

Forensic and Latent Print Unit
Recidivist Unit
Computer Tracking Unit
Neighborhood Policing Program


Mr. Votta has been certified by the “Professional Certification Board” as a Certified Protection Professional. The CPP certification, sponsored by the American Society for Industrial Security, is considered the equivalent of the CPA or The Bar Exam in the security field. By earning this distinction, Mr. Votta joins an elite group of security professionals whom have demonstrated their competency in a variety of security disciplines through an intensive training and testing program. Mr. Votta is required to attend a continuous educational program in order to maintain the prestigious CPP designation.

As a CPP, Mr. Votta was asked by the ASIS Organization to submit unique problem solving articles for consideration and publishing. Mr Votta’s articles were accepted by the ASIS Council on Business Practices and published in “Security Business Practices Reference Book Volume III”, 2000 edition and Volume IV, 2001 edition. In their worldwide distribution, these books are used as a reference source for security managers to improve their professional security practices within their particular organizations. Jefferson Leinberger
Operations Coordinator

Jefferson Leinberger has more than ten years of executive protection, retail security and loss prevention experience. Mr. Leinberger provides oversight and operational support for all security services provided by Eastern Security Corporation.

As a New York State Certified Security Instructor, Mr. Leinberger provides in- house training including, but not limited to :

8 hour Pre-Assignment Training Course for Security Guards
Communication and Writing Skills Workshop
Improving Job Performance for Security Guards
Developing Training Courses and Procedures

In addition, Mr Leinberger personally helps coordinate and supervise all security work sites manned by Eastern Security Corporation personnel to ensure client satisfaction.

Mr. Leinberger received his undergraduate degree from Swarthmore College. He received his MBA from the University of Chicago and remains a member in good standing with ASIS.

Timothy O'Connell
Senior Account Manager

MR. O’Connell is a retired NYPD detective who has been affiliated with Eastern Security Corporation for over fifteen years. During his tenure with the NYPD MR. O’Connell was awarded departmental recognition on over twenty five occasions including the Patrolmans Benevolent Association medal. MR. O’Connell successfully completed NYPD curriculum in criminal investigations, dignitary protection, robbery investigation, kidnapping and disorder control.

Mr. O'Connell attended John Jay College in New York and has earned a degree in Criminal Justice. MR. O’Connell has managed several corporate and private accounts while working at ESC. He has vast experience in both client and employee relations as well as security and investigative administration. MR. O’Connnell is a private investigator licensed by the New York State Division of Licensing Services and has assisted ESC clients in both internal and external investigations.
